For many years Syracuse let the non owner occupied properties in our area deteriorate and the effect of this lapse is less then faborable for the non resident investor. Currently the percentage of non owner occupied properties is approximately 63%. This compares most unfavorably to a 12% national rate. In the city of Syracuse alone there are over 3500 properties with two years or more of delinquent taxes. This is largely because owners simply can't afford to keep their properties in rentable condition destroying any opportunity for positine cash flow.
